[Feature Request] Cpu overclock settings

No it's not related to a problem.
The request is to add emulated clockspeed timer to be able to optimize game performance and stability. This will also be needed for dolphin as it is used on a regular because of it not being perfectly stable or able to get games to run at right timings. The cores I want to have sliders for in future like gba and ps1 which are consoles that have some games that run odd without increasing or lowering the emulated clockspeed. I'm always for mupen but I don't think they have such setting but could be wrong.
I don't have any in mind.
Having a toggle also would be nice to enable and disable the setting.
