Can't connect to local network sites when Proton not Connected

I'm stumped, I've been trying to diagnose the issue but I haven't been able to find a solution.

When my PC (windows) is:

• connected to ProtonVPN I can connect to my network drives and local sites.
• not connected to ProtonVPN I cannot connect to my network drives and local sites.

Killswitch is not enabled

Normally it's the reverse, which is what's strange.

On my Phone (android) I can connect to my network drives and local sites regardless of whether I'm connected to ProtonVPN.

Any troubleshooting advice is appreciated to help diagnose this issue.
