Are you currently connected to the VPN? Probably not related to the ProtonVPN app directly, maybe your isp is blocking connections to protonvpn.com, some countries will do that.

If you happen to be connecting from a school(or anywhere) in China you will not be able to access protonvpn.com. In fact even talking about a vpn over the Chinese internet can be dangerous.

One of your sources for downloads and updates is "http://mirrors.neusoft.edu.cn/kali kali-rolling InRelease"

This address is a Chinese tech company tied through a government funded school. Also it seems they have a block on protonvpn users connecting to that address.

I highly recommend a new install of your Kali OS from their official site https://www.kali.org/ and ensure the checksum matches your download so you know your installation is not tainted.
