Boat glitch 1.4.6-1.8.9

  • Issue in detail Getting in a boat and moving around in 1.4.6 through 1.8.9 makes the boat glitch out, and pressing shift to get out of the boat results in the player floating in midair until they manage to move around again

On the README, it says [1.8 and earlier] Can't control vehicle. This might be related.

Why is it so?

Boat Client Steer mechanic was added in 1.9. Before that the mechanic was way different.
