Add optional protocol fee

Wyvern Protocol v2 will implement a second fee model, which allows users to pay a percentage fee in the token used instead of paying a fee in WYV. Offer users an opt-in setting, configurable in the settings pane, to pay a small maker or taker fee to the Wyvern DAO.
