[SPELL/MAGE] Ice Block

Current behaviour:

Ice Block does not give the debuff Hypothermia.

Expected behaviour:

When entering Ice Block, the mage should get the Hypothermia debuff.

Steps to reproduce the problem:

1. Make a mage
2. Cast Ice Block > see that you don't get a debuff
