[SPELL/MAGE] Arcane Brilliance

Current behaviour:

Arcane Brilliance gives 5% crit, but does not increase spell power by 10%.

Expected behaviour:

Arcane Brilliance should also increase spell power by 10%.

Steps to reproduce the problem:

1. Make a Mage
2. Cast Arcane Brilliance > see that your spell power doesn't increase.
