[SPELL/MAGE] Remove Curse

Current behaviour:

Remove Curse the spell itself works as intended, but when used it is put on an 8 second cooldown, even if it's not removing any curse from the target.

Expected behaviour:

Remove Curse should only trigger its cooldown, if the spell actually removes a curse.

Steps to reproduce the problem:

1. Make a Mage
2. Cast Remove Curse on yourself > see that it's being put on cooldown
