[SPELL/ROGUE/SUBTLETY] Honor Among Thieves

Current behaviour:

Honor Among Thieves does nothing.

Expected behaviour:

Read tooltip.

Steps to reproduce the problem:

1. Make a rogue
2. Spec into Subtlety > Group with a 2nd account > Make both characters attack a Training Dummy > crit on 2nd account > see that you don't get a combo point on rogue
