[SPELL/ROGUE] Shroud of Concealment

Current behaviour:

Shroud of Concealment keeps party members stealthed even when they attack / cast spells.

Expected behaviour:

Shroud of Concealment should not apply to party members that are in combat or are casting.

Steps to reproduce the problem:

1. Make a rogue
2. Make a mage (second account)
3. Party up > From the rogue cast Shroud of Concealment > From the mage cast a damaging spell on an enemy > see that you remain in stealth while attacking
