[SPELL/ROGUE] Smoke Bomb

Current behaviour:

Smoke Bomb is only making the visual effect

Expected behaviour:

While Smoke Bomb is active, enemies outside the Smoke Bomb can't cast on anyone inside the Smoke Bomb vice versa. Friendly players should not be limited by Smoke Bomb and can cast on targets inside/outside of it.

Steps to reproduce the problem:

1. Make a rogue
2. Duel second account
3. Cast Smoke Bomb > try to cast on the rogue from second account > see that Smoke Bomb has no effect
