[SPELL/ROGUE] Shadowstep

Description:

Shadowstep working partially.

Current behaviour:

Shadowstep can be cast on self.

Expected behaviour:

Should be able to cast Shadowstep on friendly and enemies, but no on self.

Bonus bug: Shadowstep plays the level-up sound

Steps to reproduce the problem:

1. Make a rogue,
2. spec into Shadowstep> Cast without a target> see that you Shadowstep yourself in place
