[SPELL/WARRIOR/ARMS] Seasoned Soldier

Current behaviour:

Seasoned Soldier is active all the time.

Expected behaviour:

Seasoned Soldier should only be active while having a 2-handed melee weapon equipped.

Steps to reproduce the problem:

1. Make a warrior
2. Take spec Arms > unequip 2-handed weapon > see that Thunderclap does still cost 10 rage (should be 20) and Whirlwind cost 20 rage (should be 30).
