Installation failed: Unable to locate WordPress content directory (wp-content).

Finally managed to get a working installation on server 2019 and SQLExpress 2019 but on trying to install a plugin I got the following error message

Installation failed: Unable to locate WordPress content directory (wp-content).

Well I can see it, and the two plug-ins preinstalled so it should be able to find it. Is there something else that needs to be set up like a system path?
