Land solutions regional support

The modules for the Land solutions do not currently produce regional results due to issues encountered when first trying to do so.

Though the issues still exist and do cause concern, those issues exist in the Excel model as well, which has undergone substantial methodological peer review. Methodologies are never perfect and do change, but the way to change them is via that process of consultation and peer review. Ideally we need to faithfully implement the current model, and look to improve the model in the future in cooperation with the climate researchers.
