Transfer Web UI documentation in bitbucket to github

Time estimate:

Problem: Currently the majority of our documentation related to the Web UI is still in bitbucket. We need to transfer this over to github.

bitbucket repo: https://bitbucket.org/colabcoop-ondemand/drawdown-solutions-web-ui/src/master/

Goal: Open Source developers should be able to access and collaborate on webUI code in github.
