Penalize tolls in the routing

Consider a route on which if we exclude tolls, the route would be ridiculously long. But for some routes, excluding tolls won't be that long. So is there a way to penalize tolls or add weight to the tolls? So that if routes without toll are very long, then it considers the route with tolls.
