Move guidelines to appropriate repos

At the MONAI Deploy repo level we should only have guidelines that apply to the whole system. i.e. operating envs, workloads, etc.

Sub-system specific guidelines should be in their own repos.

@whoisj @pritishnahar95 please move App Server ones. @rahul-imaging or @gigony move App SDK ones.

sorry for having to ask, but @dbericat can you specific? are you asking for specific files to be deleted from this repository and added to another repository? which files and which repository?
