What would you like to be added: Add real-time monitoring for Ascend vNPU usage.

What type of PR is this?

/kind feature

What this PR does / why we need it: Hami can dynamically allocate vNPU resources to Pods, but it lacks the capability to monitor real-time vNPU usage, which makes it difficult for administrators to observe device utilization.
