NativeScript Sidekick Does not Honor "Clean Build" Option

Sidekick has an option for a "Clean Build". It largely ignores this, but should honor it.
For example, I just ran it after restarting Sidekick, and making some changes to my project. Hot module replacement was also unchecked.
The device build ran very quickly, with log messages including:
File change detected. Starting incremental webpack compilation...
[19-12-03 14:37:05.716] (CLI) webpack is watching the files…
[19-12-03 14:37:43.708] (CLI) Hash: 12a0979be40363def45f
Which platform(s) does the issue occur on?
_iOS _Windows
Provide the following version numbers that the issue occurs with:
- NativeScript Sidekick: 1.19.2-v.2019.11.18.2 (latest)
- NativeScript CLI: 6.2.2
- CLI extension nativescript-cloud: 1.19.3
- CLI extension nativescript-starter-kits: 0.3.5

Tell us how to recreate the issue in as much detail as possible
- Start the application ..
- Plug device into computer
- Select device name
- Check "Clean Build" and uncheck "Hot Module Replacement" 5.Click "Run on device".
Does this issue happen every time?
Not sure. Have seen it many times.
