Xcode 15.2 is used for build testing

As previously discussed, this PR is opened to present all the proposed updates

Notable changes besides version bumping and build fixes: debianized inetutils packaging (daemons disabled by default) add ping in network-cmds because inetutils changed packaging add remote-cmds because inetutils changed packaging (daemons disabled by default)

Remote-cmds only generates telnet and telnetd packages on Mac
