composer improvements

Pre-depends on a release that includes https://github.com/PrivateBin/PrivateBin/pull/1244

  • switch to packaged composer
  • with composer config becoming part of the signed release archive, we no longer need to download them separately

We could merge the first change, but the second change depends on a new signed release to get published, as it removes the extra wget to download the composer files separately. I wanted to get this ready while I still had it all in mind.

Plan is to update this branch from master of this repo, when we release PrivateBin the next time around, verify that it then is able to pass the build, before merging it. I'll undraft it then.
