Migrate Artifacts/Pipelines for the final Docker Image

Current Behaviour

1. We host 2 projects with their respective docker images: privado-core (engine) and privado (rules), which are merged in another pipeline to create the final public docker image. However, the artifacts for the final image are not available at either place, which makes it difficult to create a local build.
2. We make 3 docker images as a result, out of which only the final one is used via Privado-CLI.

Expected Solution

1. The final image artifacts should be available in one of the repositories.
2. Revisit the overall pipeline and consider minimizing if necessary.

The first problem was also raised in #281.
