Consider Clearing the data on Browser Exit rather than browser start

Background

The Privacy Manager were clearing the data on browser start, as beforehand clearing the data after closing the browser were causing the browser to freeze for some time and it was unreliable as browser could have crashed and data still be there unnoticeably for the user.

But as the user suggested this might not be the case anymore:

What to do

Check if the data clearing after closing the browser still causes inconvenience, if it doesn't then clear data on browser exit.

Make sense to still keep clearing the data on the start as well, as browser can crash or computer might restart.
