Dig and place block seems not work on spigot/paper 1.18.2 server

Detailed description of a problem

When I send "dig" or "build" to my chat, the bot only doing the digging animation, jumping and placing black animation, and throw out "starting to dig grass_block" and "finished digging grass_block", "No block has been placed : the block is still air" twice, but nothing happend in the minecraft world :( I tested the script on a vanilla 1.18.2 server. It worked normally.

~~This bug also appears in 1.19.2~~ it was human error

it could be due to the bot trying to place the block in mid air, paper will place it not on the right block and mineflayer does not expect that.
