There should be a menu to view the launcher’s logs

This menu could be in either launcher settings or in the Help menu and should also include an Upload button.

I'm not sure I understand? Prism already provides a way to view logs. Right click an instance, click Edit, and then go to the "Other logs" tab, and all of the logs related to that instance will be visible there, along with an Upload button.

It has a viewer for Minecraft logs, but not for the launcher's logs.
