[Bug]: Banned 3DS can still make a new PNID or linking an existing one

What happened?
My banned 3DS (error code 022-2812) can still make new accounts or create existing ones. At least the ban error code appears when you try to use it or log in (e.g. enter the password for the first time). Interestingly even the wrong password will return 022-2812. (Intended to happen)
What did you expect to happen?
It was supposed to return 022-2812 after tapping new or existing ID. Banned consoles can make new accounts but they are not supposed to. If we want to replicate how Nintendo servers worked, this is a bug. I successfully made my PNID pretendoban on a banned console, and managed to link it to my Wii U as well.
Steps to reproduce?
- Get console banned (if you are not staff please stop, it's not worth breaking the rules just to reproduce this bug)
- Assuming you don't have a PNID linked, open Nintendo Network ID settings
- Go through the process, both new ID and existing ID options work without any issues! (at least trying to enter the password after linking in Nintendo Network ID will return 022-2812)
Other relevant information. (OPTIONAL)
While new accounts can still made from the website, allowing users to make new ones even if console banned is very bad practice. Rarely (still happened tho) some ban appeals involving console bans took a while to be confirmed to be an actual console ban due to the Nintendo Network ID settings still allowing the creation or linking of a PNID. Fixing this, will allow recognising console bans much quicker from the user.
