Missing parameters file

Following this example, I've an issue as this :

While trying another existing PrestaShop source, as I have the parameters.php file in it (because it's installed), it's seems good.

Don't know If it's needed to install the PrestaShop (having the file) and so need to be mentionned in the doc or if it's a real issue there.
