[ENHANCEMENT] Front-end to create Github issue

Github is not the best way to handle questions and request for newcomers or students.

It would be great to have a form directly on PL creating an issue and sending debug data.

For instance for exercices it could join the current environment.

Only one out of three bug reports are true code bug. For the other, it was not real bug but just some need of help for newcommers...

Real bug are here : https://trac.sagemath.org/ but this is only for expert users since opening senseful a ticket is not a so much simple task.
