Add pagination to the flow run history graph

Why

This is somewhat related to @brianbergeron21's comment*:

On some of the other tiles one can pull up different time horizons for a flow, project, or a summary. It would be great to be able to set different filters on the run history graph on top of the main page. While the construction of the graph doesn't make much sense with a time filter (there might be 1000 or 10,000 runs in a week, for example, which would make the graph difficult to read), we can/should expose the ability to go back in time with run history, so that a user can see more than the most recent 100 runs.
