Move Create Button closer to Custom Role Name Field

Why Feature Enhancement for the Custom Roles page

What As a user when I create custom roles, I want the create button moved closer to its name field.

This is actually a bigger UI lift that originally predicted as it involves moving the information across components. I'm removing from the UI TLC milestone for now to focus on other priorities.
