Updates CLI `deployment run --help` text so it renders for more args

Closes #11957

A number of arguments were not showing in the CLI for prefect deployment run --help. Some of the code had incorrect formatting (multil-line strings appear to need to be wrapped in parentheses for typer to render them) and some items were missing text. Looked at all help=" for CLI commands.
