Probably, but the designs don't look similar, even if a presence called 4anime was added, the general public would think that it refers to other 4anime websites such as 4anime.pe, since they dominate the search engines more than 4anime.to

It makes sense, but the one who will give the final answer is the folks at PreMiD. Some existing presences support clones, but have never made a presence of a website (as far as I know) that is officially no longer maintained by the owners. But anyway, I think we can leave this Issue open.
