New weather Providers : IMD (India), Pirate Weather (Global)

Problem Statement

Integrate the India Meteorological Department (IMD) and Pirate Weather as a weather data providers.

Proposed Solution

Both are free but Pirate Weather has additional subscription plans which can be used with an API key, so implementation should be easy just like for the usage of AccuWeather API keys.

@PranshulGG I second this. IMD and Pirate weather are the only providers that have shown me (somewhat) accurate weather data (in India).
