Weather alert notifications

Problem Statement

The app supports weather alerts but doesn't support sending notifications (Android 15)

Proposed Solution

Add the necessary permission(s) to send notifications and support sending notifications when a new weather alert comes in, with notifications enabled by default for the home location.

Alternatives Considered

Additional Context

Including some details about the alert in the notification, and additional options to enable weather alerts for secondary locations would be a nice additional features.
