CourseIssueError for plain question

Details

I got this error when working with a question locally and then pushing it up (actually my TAs were working on getting this question imported from the Canvas script, but not sure that's important).

Here's the error:

Instructor message: CourseIssueError: /chunks/course-15364/questions/bank/011.Data_Visualization/GestaltCharts_9/question.html: Error: ENOENT: no such file or directory, open '/chunks/course-15364/questions/bank/011.Data_Visualization/GestaltCharts_9/question.html'

I didn't know how to debug it, so I asked on #pl-help, and was told to make a minor change to question.html so it triggers a resync and recache, and that fixed it !

@nwalters512 I couldn't see any reason that we'd failed to make the chunks correctly. The previous syncs were all successful.
