Yea to both. Having every change be in the changelog is useful because it makes it easy to find the cause when something related breaks.
To be honest, I don't even see security using whetstones as an issue. Perhaps the problem is that we give prisoners a vendor with knives and whetstones in it.

Your testing evidence shows the combat knife, which happens to be 20 force which is already at the max. It doesn't show sharpening a knife more than once

Done, only real katana gets the blocking though
Its 10 for melee and 30 for ranged. I think I'd be fine with ninja being a bit of a glass cannon in that they have to retreat from gunfire.
