Formatter ignores pipelineIndentationStyle

Summary

The setting in question says:

IncreaseIndentationAfterEveryPipeline: Indent more after the first pipeline and keep this indentation. Example:

foo |
    bar |
        baz

That does not happen. Instead, I get
