Command Explorer use -ShowWindow option

Summary

Currently the Command Explorer using the -Online parameter when you click help or press F1.

It would be nice if we had an option to use the -ShowWIndow parameter option instead. This would allow for systems not connected to the internet to be able to still use the help.

Proposed Design

Add a new settings that would allow for off-line help
