[Feature Request] AuthorizedKeysCommand Support

It would be great to have AuthorizedKeysCommand (and AuthorizedKeysUser) support in the Windows version of OpenSSH, which my understanding is currently not supported.

It works in 8.9 (I think it was fixed in 8.6) so if you use the version from Github you can make it work. The version that is shipped in Windows Server and Client is older (I think 8.1) and that version doesn't have the functionality
