windows server 2016 : Cannot retrieve the dynamic parameters for the cmdlet. PowerShell Gallery is currently unavailable

We are using Set-PSRepository -Name "PSGallery" -InstallationPolicy Trusted and we see this works in windows server 2019 but not in windows server 2016

However this was working up until march 2020.

Also using this works. Register-PSRepository -Default

Could you help understand what the issue could be ? Something changed in the windows updates recently ?
