Allow setting config by skipping elevated parts

Summary of the new feature / enhancement

There may be cases where the user wants to apply configuration and parts of it requires elevation. It may be useful to have a switch that allows explicitly skipping the elevated parts if the user is not elevated rather than fail the whole thing.
