Empty demand response row created when no region in YAML

When a load profile for a demand response resource is included in the demand_response_fn file but the region is not included in model_regions or region_aggregations, a generator row with all NaN values is created.

Users should be able to keep a single file with lots of regions that aren't always used in a model run.

Similar bug, if a region is included in the distributed generation profiles but not the model, it throws an error.
