global co2 cap constraint

When we put 'all' for the region in rps_ces_emission_limit.csv file, the entire carbon cap is applied only to the first region. Can we make it so that the carbon emissions limit is equally divided between all the model regions?

We can, but is it necessary? @JesseJenkins was putting it all in the first line for AZ so I followed that example.

Okay. In that case, it is best to stick to a region rps_ces_emissions_limit file. The current formulation makes the user assume that the cap is applied to 'all' regions.

When all is used the cap is global across all regions. It gets put in the first row of network.csv and all other rows are zero because that is an acceptable input for GenX when CO2Cap = 2. Does that make sense? Am I missing something else?
