auth: HA/Failover for two or more primaries

Short description

If a zone has multiple primaries (also-notify) and one/some of them are failing (SOA Check), like with a timeout, it would be good if we had some simple and basic HA to not use the same (broken one) again.

Usecase

In some cases it can take some time if the random method picked a healthy one.
