dnsdist: Backport 14044 to dnsdist-1.7.x: gh actions - replace yq snap in collect job build-and-test-all

Short description

Backport of #14044 for the removal of snap dependencies.

In addition, the job collect from build-and-test-all will now run on ubuntu-22.04, where the package jc is available.
