dnsdist: Ponder QUIC improvements

Short description

Change the default congestion algo to BBR when applicable
increase the default idle timeout to a larger value, say 10 minutes
Consider adding support for OCSP stapling (not supported by Quiche at the moment)
Add support for manual STEK configuration

BBR was added in 0.15 which is quiet old and I don't think we would even compile against it: https://github.com/cloudflare/quiche/releases/tag/0.15.0

So I don't think there is much harm changing that. Did you had any other potential issue/case in mind ?

Great :+1: No, I did not have anything else in mind, I was just worried BBR support was more recent than that :)
