Feature: Registrar Manager

This feature should provide a component that allows users to manage registrar accounts that may be used for automated zone updates via API. This feature should also provide a "pluggable" framework that allows for streamlined integration of additional registrar services.

Additionally, this component should provide the ability to manage zone associations to registrar accounts. This component should also provide the ability to configure automatic DNSSEC key rotation on a per-zone basis.
