Switch to pyproject.toml for packaging

Switch to using a pyproject.toml configuration file to define the build system requirements (see https://pip.pypa.io/en/stable/reference/build-system/pyproject-toml/). This change will also enable the ability to easily and concisely store and configure development dependencies going forward.
