plugin-server: Separate out precheck from hub.ts

Is your feature request related to a problem?

hub.ts is doing a bunch of "health"-checks every time it's starting. This is problematic because:

• It's booted N+1 times where N is number of threads
• It's booted per test, slowing each down

Describe the solution you'd like

• Make sure all of these cases are covered in main healthcheck
• Call this healthcheck at the start of process and exit(1) if it's false
